Its been a few years since I've dealt with ORA, but I have a very strong recollection that there was (is) an issue with the ORA 10g client requiring special perms under x64 platforms (e.g., the ORA client installer fails to properly set the perms on the runtime (bin) folder(s) from your ORA client install and you have to set them yourself manually after install). Google a bit or visit OTN and you should be able to find the OTN KB issue on this.
