RESOLVED: Im so embarrased... I found that the Unit Tests were setup to use one database and the WCF/UI was setup to use another (via config) which is why the records were working in Test. Strange thing was that UT was using prodDb and WCF/UI was using prodBetaDb - glad I found that!
