Hi,

Mostly the answer is yes, any .NET libraries will be compiled to IL. .NET
Framework version only add more IL instructions, add and fixed some
libraries, improve the compilers to support more syntax.

Due to compatibility issue, i don't think Microsoft will remove some IL
instructions.
