Here in California "non-operational" means you are not going to use it on the 
public roads and you don't have to pay the registration each year. I'll put 
this one back in the system after the restoration is complete and have it 
running. May have to pay a back parking ticket or two and current fees. Have 
been through the process with my '94 PC that was un-registered for six years. 
Had to pay three years registration (about $300) to get it legal. But for a 
bike I got free and worth about $4K or so, it was a no-brainer. The person that 
had the bike, was not the registered owner and thought he couldn't get it legal.
The coating on the head cover is mostly gone so have to do something with it. 
Maybe a Dremel polishing will work, and then clear coat again.
