I have a '85 CB650SC as well (Don't think they made an '86) Fortunately, mine is somewhat apart for the same restoration process. The throttle cables run directly forward from the grip, outside of the fork leg, then left forward of the frame and in-between the frame and the plastic guard behind the horns, then inside the left fork, then to the rear going over the left coil and down to the carb connection between the inside carbs. I do not have any stays of ties anywhere in the run but mine is as old so who knows. It works fine with no binding and goes to idle upon release.
