Dynamic DNS works by having a service and a small plugin in your router. Almost all new routers support it. Whenever it reconnects and gets a new dynamic IP it pings the DynDNS service and lets it know, that service then associates your URL with the top DNS servers and it trickles down. I've found it to be fairly responsive. I've just got the cheap $14.99/mo DSL which definitely isn't static that I've been running a small webserver off of.
