Unfortunately, the luggage rack/sissy bar that fits the 90s style NH is not made any more and used ones are rare as hen's teeth. Ditto fitted saddle bags. Best source is ebay where those items might pop up occasionally, but be prepared to jump on them. They are in high demand.
Your best bet is to adapt/tweak sport bike soft bags to your needs. Most have straps that you can throw across the passenger seat or modify to fit under the seat, using the seat to hold them in place. I have a universal set of cheapy bags that came in a set of four -- tank bag, seat bag and two small saddle bags -- called the Dowco Value Pack ($135 at J.C. Whitney). I'm currently using just the seat bag, which sits on the passenger section of the seat and is held in place with a strap fixed under the seat. It's big enuf to store my half helmet or a few grocery items, so it's convenient for a trip to the store, but that's about it. The Value Pack comes with enuf straps, tho, to tie them down in just about any configuration you can invent, and the tank bag has strong magnets to hold it on the tank. All in all, they're not bad looking, they're better than no bags at all and the price is right. There is an intriguing alternative that I've been looking at, and I've recommended to others. It's a combo rig that has fittings for a sissy bar, luggage rack, or grab handle. It's made by Ventura and designed primarily for sport bikes, but they make one custom-fitted to the Nighthawk, too. They caution that the sissy bar it's not designed strong enuf to be used as a passenger backrest, but will tote a considerable amount of gear in its custom-fitted bags.
