I too have an 84 650 and I took the allen bolts off to get my carbs off last night, mine is a Cb650SC though not to sure if that makes a difference. Try looking on the part of the rubber connector that goes from the carb to the intake ports on the engine block, on that connector there might be some allen screws connecting that piece to the engine block.
