I would not count on it being a timing issue.
If the "O" rings on the manifold from engine to Carb
are hard, from time and Temp, they will suck air under
load. You can (if you have not) get them from honda.
Same Rubber O ring in 550, 650's..ect.
Also, if Air Cut off valve and it's little O ring is not
seated properly, another leak !
You can run these Carb with Out the Air Cut Off
Circut... Plug up the Vac hole that leads to engine
carb side to air cut off vavle, install the air cut off valve
with it's spring. Pluging this will stop the valve from moving.
Then two turns Out on Air / fuel screws.
The engine will not pop anymore than as if the circut was
working. I got this tip from an Honda Tech of 30+ years
with Honda. The air screws are set lean from factory
for EPA since th early 1980's. Thats why they
ported the Carb for the Air Cut Off's. 1978 and
1979 don't have them.
I have 1986 carb's on mine with # 38 slow jets
and # 130 main. ( Federal Model ). Oh, and a
K&N "Stock Type Air filter".
