On my 650 that cover was just held on with tabs in rubber grommets like the side covers. You just pull evenly on it and it comes off.

I bought a new/used lever on e-bay for  $6.99!  
There were no dust cover's on the old one & the rod end's were pretty worn.

Also, how does that plastic piece in the middle of the handlebars, above the steering head come off?
I don't want to force it & break it.
