I have rexamined everything very closley and here is what I found:
Found a very small amount of play in the neck, tightened 1/8 turn.
Brake pads are mettalic and wear is uneven and down to 1/8 inch or
less (I have new organic pads).
I still cant get axle nut loose. Fok oil leaked out of the anti-dive
adjust. Leak is now fixed will try to get axle nut off again later.
Spinning wheel in the forks it looked true and has no play. Axle spins
but not without effort, I am assuming speedo is slowing it down.
I examined the fork tubes carefully with a strait edge and I cant find
any defects.
What course of action do you recommend next?

Another thought that passed through is a misplaced spacer on the front axle. The purpose of all this is to return it to a near perfect alignment in two planes. Yours is off in both. That's what is leading me to flexed fork tubes. When this is reassembled, there will be a sequence of operations to insure alignment. I've found over the years that a good many people will replace a tire and neglect the fine points of assembly. Go slow and be methodical.
