There's a bike with almost no problems to speak of. A bit lethargic until the 
engine warms up completely. It should suit your needs. It's a nice example of 
one of those. The price is high for a bike state-side. Worth about $800 here.

Subject: [Nighthawk Lovers] Looking at a 1982 CB400T

I know it isn't a NightHawk but I know several of you own one of
these.  It looks like it was a new model in 1982?  What can you tell
me about this bike.  I'm looking at it as a commuter, 12 miles each
way with no hills except the last 1/2 mile on the way home.  I'm
riding a 1996 750 everyday right now.

The one I'm looking at is on craigslist here in Honolulu.  The guy
owns 6 bikes and at least starts this one once a week.  New battery on
a tender.

What should I be looking at / concerned about?  Was this bike as
problematic as the 1982 650's?  I have a 1982 650 and put 1,800 miles
on it in 5 days last summer.
