I personally would call that a great parts bike... maybe take the motor and make a nice go-cart or something...needing forks means it hit something,so even if the frame is not bent there was at least some major stress put on the neck, and possibly hairline cracks...I don't know that I would even use that frame to chop and reweld...just too many questions and not enough answers...$250 for a parts bike is not bad, especially if you are handy and can build a nice go-kart...you already have everything you need for a 5 speed manual kart that will haul @$$...just get some round bar and a sheet of diamond plate and a little foam and leather...
