Any weld shop woul replace the strip with studs, and wouldent be dificult... 
Removal, i recomend a cutting wheel, but if you want it to stay in place and no 
welding have it blasted

I have obviously been misunderstood by some. This tank has a metal
emblem that attaches with three screws into a metal strip that is
welded to the gas tank. There is rust on that metal strip and there
isn't enough room to fit my smallest screwdriver under it. How the
heck can I remove the rust underneath it? OEM doesn't even list this
metal strip as a part if i rip it off and who knows what kind of
damage I could do taking it of or welding another back on (I don't
know how to weld). I am thinking about trying a wire wheel and I have
yet to try sandpaper because I can't fit my finger under it. I guess I
could try cutting sandpaer into strips to get the underside of the
metal strip, but I have no idea how to sand the groove of the gas tank
that is under the welded metal strip.
