That's a fairly common sight in some Asian countries, where they use small cc bikes as beasts of burden, as well as cheap family transport.
I've seen chicken farmers going to market with bamboo cages stacked and tied 6 feet high and just as wide on a 49cc Honda Cub. And it was not unusual to see a family of four tooling along. This guy's bike seems a little heftier at maybe 125cc or slightly larger.
