I'll sidestep the oil question and answer the gas one. Definitely drain the
tank. That plug you undid is probably the bottom strainer on the petcock
(the on/off/res switch). Go ahead and replace that plug. Disconnect the fuel
line from the carbs then disconnect the vacuum line as well. Switch the
petcock to Reserve. Apply a very gentle suction to the vacuum line and the
fuel should start flowing. Open the fuel cap and it'll flow a little more
freely. Make sure there's no rust inside the tank, if there is it'll ruin
all your fun. I'd also suggest pulling the carbs and cleaning them as well,
or at the very least opening the screw on the bottom and draining the bowls.
I'll go ahead and beat everyone else to the punch and mention Seafoam. Pour
a can in with your first tank and the  carbs will magically clean
themselves, the bike will wash itself, you'll lose weight, your kids will
get better grades and start behaving, and global warming will no longer be
an issue. Btw, welcome to the group ;)
