When I bought the bike it came with a windshield (pictured below) that did exactly what you're describing. Pushed my head all over the place and I hated it. My new National Cycle shield creates NO head buffeting whatsoever. In fact, the height is such that it creates a gentle draw of the wind that swirls around and pushes on my back as I go down the road.
