I have a pair of Olympia all weather gloves.  they're a couple of
years old so I don't remember the style but they exactly what the
California Highway Patrol wear - a friend got them for me.  I've been
through rain and even snow on the side of the road with these gloves,
in fact one time the only thing that was warm was my hands....  You
should be able to get a new pair on line for around $80 bucks.  Not
cheep but your hands will never be cold and you won't need duct tape
or liners to keep warm.
