Yes. It is connected to the crankcase vent, a small plastic box underneath the airbox which collects blowby gases from the crankcase and vents them into the airbox to be recycled through the air filter and carburetors into the combustion chambers.
The vent also incorporates a "separator" which prevents moisture from entering the engine. This moisture is collected in the tube you are describing, which should be kept plugged to prevent dirt and outside moisture from entering the airbox. It should be drained at regular matintenance intervals.
