The turn signal switch on the handlebar might have gunk in there that is shorting/insulating the connections. Take it apart and clean it out it out. The rear brake thing is probably the the adjustment for the switch. Follow the brake pedal for a spring that attaches to a switch that gets pulled when the brake is applied, and see if you can adjust the switch by twisting it. Otherwise, get a multimeter and test the hell out of everything.
