Assuming you mean the float needles. Take a piece of clear fuel line and attach 
it to the carb drain, hold the tube upright against the carb body. When you 
open the carb drain screw it will fill the tube to the level of fuel in the 
carb. If it is either higher than the fuel bowl gasket, or significantly below 
it, or if one carb is different from the rest then you have a float needle in 
need of replacement.

I've had the carbs off and cleaned them twice. How can I tell if it's a needle 
seat Stanley? I'll see what I can find with the fuel shut off valve.

Likely it is the carbs, loading up.  Like, a needle seat maybe?  If not, a 
vacuum leak of some sort.  The fuel shutoff valve?

I know on a car this is usually caused by a leaky intake gasket allowing 
unmetered air into the engine thus throwing the ECU's PID for a loop. I know 
these bikes are unmanaged but it may be something similar.
