You can still do that in NC as well, but the safety course gets you out of the DMV test. So no, you don't need the test to get your motorcycle endorsement. However, I wanted to be familiar with riding (limited as it was in the course) prior to getting my endorsement, and I didn't want to go to the DMV twice, so I took the MSF course.
You can get a permit that allows you to ride without taking any sort of riding test - I think the only thing you can't do with it is ride 2-up.
