If your saddlebags hang low enough to touch the pipes, bolt a small block of unpainted wood to the bottom of each bag. The wood will rest on the pipes, supporting the bags, but leaving no stain on the chrome, and no damage to the bags. I've had my bags mounted this way for a couple of years now and it works just fine.
