Hi Dave, I would repair the cover you have, and would avoid drilling holes through the cover when doing your repairs. I've had great success with 2 part epoxy, as long as the surface is thoroughly cleaned, and then scratched up (to give the epoxy a rough surface to stick to). Some of the other methods listed are also very good, and will work fine as well.... As for new decals, you can get them from a guy selling on Ebay. He has reproduced ALL year/color decals for all 700-S bikes. All his decals were made from my original parts, and colrs and dimensions are the closest available in the market (many of us have used them, and all seem to be very happy with them; several threads posted with pics on the Nighthawk sites too).....As for paint, cheapest and easiest way to get it, is go to your local automotive paint store, and have them match the colors with a "spectral- analizer" (you will only need to match the blue and the white, as the red is a decal on all panels for that year)..... As for the carbs, I would trust Graham, and what he tells you, as he's really good with this stuff.
Good luck, and keep us posted.
