It sound to me like he rigged it up. It should turn off with the key only, and 
all lights should come on with the headlight going out when you press the 
starter button.

 Hi, Just yesterday I bought a 1986 Honda Nighthawk 450.  I have two
questions. The guy I bought it from just put an ignition switch on
it.
  The switch must be turned all the way to the right and then you can
start the bike. But when you turn the switch all the way to the left
the bike does not shut off. You must then push the kill switch. Is
this the way it is supposed to work.?
 If it is working properly. Then you should be able to start the bike
without turning the key on. ( I haven't tried it yet.)  So what good
is the key.?
  With the key on, the head light is on and so are the yellow blinker
lights in front but not in back.  Is that the way it should work?  I
would like to talk to someone with a 1986 Nighthawk 450 as I have many
questions.    thank you for any and all information, It is very much
