I've never seen a 250 up close, so can't tell you for sure, but it's
probly in an inaccessible spot and covered with a plug/cap to keep you
from messin' with it (!).

Honda's famous for that.

Try using a mirror or lay on your back and look up under the front
part of the upper body of the carb (above the float bowl).  The cap,
if there is one, can be removed by drilling a small hole in it
(carefully, so as not to bung up the brass screw underneath), then
insert a course-threaded wood screw.  Yank on the screw with a pair of
pliers to pull out the cap.

Lean is clockwise, rich counter-clockwise.  Depending on how much room
you have to work, you may have to pull the carb off the bike to get
all that done.
