Make sure your 'Choke' cable is properly tightened, and the big thing is
make sure your battery it's of an appropriate size! Mine wouldn't start
below 40F either, but when I replaced the battery with an AGM I discovered
that the "new stock battery" I was told it had was too small!

Big difference. Even without full enrichment (bad cable) she starts down to
25F now...
