Makes sense, but I'd caution against placing the rod too close to the
plastic material of the cowl.  You'd need some wiggle room to get the
seat off/on.

The OEM luggage rack requires the cowl be notched in that gap, but on
both sides where the gap covers the screws that hold the cowl in
place.  Once the rack is installed, the fittings on the rack hide the
notches.

I have an aftermarket replica of the OEM rack, and it installs the
same way.  Haven't installed it because I haven't decided whether I
want that particular rack or the Ventura Bike Rack system (which does
not require notching).

That, and the fact that my cowl is brand spanky shiny new and pretty
and I just can't bring myself to take a cutoff wheel to it (!)
