Main jets or tubes are either still clogged or too small. Someone might have 
previously rejetted for high altitude.

I am working on a buddy's Nighthawk.I have had the carbs apart and
cleaned them .The trouble is when I start the bike it seems to run
very well,but when I accelarate,it has no power.If i close the choke
approximatley half way, the bikes takes off like a rocket and runs
very well . Seems to me that it is starving for fuel at high speed.
Anyone have any ideas what the problem may be?
