Just a couple questions:

Does it "Start over" if you come to a stop and set out again? Does it
improve if you downshift, or do you keep the low power condition?

Have you checked to make sure your tank vents are working properly, and
your carbs aren't trying to literally suck fuel against a vacuum to deliver
fuel to the bike?
