Can't get the cylinder head cover off usually means that some PO slathered
it up with goo when they put it on, or the cover's just so old it gooed
itself.

Some gentle taps around the rim with a RUBBER mallet (or similar soft
material, remember it's aluminum cast) along with upward pulling pressure
should start to pull it free.

Once it's off, penetrating oil, vice grips and a little heat applied around
the bolt should enable you to turn it free. Obviously, replace bolt.
