Sure enough, a bad PAIR of wires were causing both my issues, intermittent no Headlight and intermittent No-Run. Cleaned the contacts, snipped the solder balls off the wire ends, and resoldered. Also applied liquid electrical tape to seal.
BAM, fired right up first time, strong headlight, good idle. dumped the remaining half of a bottle of SeaFoam in the tank for good luck, let her high idle while I cleaned up, then adjusted the throttle cables for good measure.
