Here in GA, if a VIN search comes up clean, you can put tags on it with proof of insurance. That's it. I've bought bikes from RI, WV, PA, and NC with no titles and put tags on them. I actually only own one bike that has a clear title. It's great living in the midst of states that essentially force owners to sell their bikes for pennies once the title is lost.
