I've had good results with Color-rite products. Their stuff is factory spec and their website includes do, don't and how-to tutorials.
Aldo's correct about the 2-part epoxy clearcoat for gas-spill resistance. Spray Max is touted to be one of the best in that category. If so, that's good since you won't need a color coat which will keep the cost down. You can probly get by with one can for a tank (about $15 I think + around $18 for clear). The color code for Honda black is NH1.
