Jay,  The bike has obviously been sitting for a long time. I think Allen is 
right - unless it is already idling high (above 1500 rpms say).  If so turn the 
idle down to about 1000 - 1100 and see if that makes a difference. If it is 
already at the correct idle speed then I think the carbs need cleaning.  But 
you could run a can or two of seafoam through it first - half a can per tank 
and see if that makes a difference.
