Sand, Sand, and sand some more. Seriously though, there are plenty of articles on how to paint a tank. Basically you want to strip all the paint off either chemically or manually. Then pull dents, and give a skim coat of bondo. Sand it smooth and spray a couple coats of primer. Wet sand that till perfect use a light on an angle to find low spots. Then color coat, and clear coat, then wet sand, use rubbing compound, then swirl remover. then wax. It's not hard to do just time intensive to do right.
