There are two filters in a 700 petcock -- the 5" one you mention, which fits like a "sleeve" around the brass fuel tube in the tank -- and another in the bowl below which feeds from the bottom of the tank when the "reserve" position is selected. It's called the "cup screen".
It may be that some debris from inside the tank has collected in that bottom filter.
