Well, first you need to get the carbs totally clean. Then go through the wiring harness and fix any issues, also clean all the connectors and assemble them with some dielectric grease. Get something to use as an aux tank. Change the oil, and see if you can get it to run. Check to see if it charges, shifts gears, clutch operation. If that is all good then spend the money on lining the tank, and buying parts. You should at minimum: 1. clean/rebuild the master cylinder/calipers 2. Replace fork seals 3. Check/replace wheel bearings and seals 4. Rebuild petcock. 5. Change drive shaft lube. 6. Replace tires 7. Check brake pads 8. Check steering stem bearings 9. Check swing arm bearing
Also It is a good idea to replace the brake lines and clutch cable, you don't want them to fail when you are coming to a stop. Seriously though it is your butt on the line if you ride a half gone over bike. Take your time, don't plan on riding it until you checked everything out. Get a manual and do all of the service recommendations, and safety checks.
