Each carb has a shutoff? Got a pictyre of that? Well the bottom of the 
diaphragms get atmospheric pressure from the carb  throats on the airbox side. 
And the vacuum come from the holes in the bottom of the slides at least that is 
the way all the CV carbs I've see are setup. Even still, it should idle even if 
the slides don't lift. On the Mikunis the GS has I needed 4 racks of carbs just 
to make one good set because the pilot screws had their tips snapped off in the 
carb bodies. Maybe your looking at something similar. Will it run on starting 
fluid? That will at lest rule out spark timing, valves, and compression.

One sparks (1980 CB750), but doesn't seem to being getting fuel to the plugs.  
I've had the carbs off twice, cleaning them.  Each carb has a fuel shut off.  I 
replaced the diaphragms in each one.  I'm not sure how they work since there is 
no vacuum line to the carbs, just a fuel line.  
The other bike is the Nighthawk 650 - no spark.  I'll work on that next,  Graham
