Each carb has a shutoff? Got a pictyre of that? Well the bottom of the diaphragms get atmospheric pressure from the carb throats on the airbox side. And the vacuum come from the holes in the bottom of the slides at least that is the way all the CV carbs I've see are setup. Even still, it should idle even if the slides don't lift. On the Mikunis the GS has I needed 4 racks of carbs just to make one good set because the pilot screws had their tips snapped off in the carb bodies. Maybe your looking at something similar. Will it run on starting fluid? That will at lest rule out spark timing, valves, and compression. Sent via BlackBerry by AT&T
