Well you do it with the butterflies closed. There are little ports in the carb body you can use to gauge the settings. As long as you are close you should be good. I'd try playing with the idle stop screw first, you probably have it out of whack, or the PO raised it trying to compensate for lean dirty carbs. Sent via BlackBerry by AT&T
