Could be under inflated front tire and/or out of balance and/or alignment, 
steering bearings. Don't just add fork oil, you have to check the level and 
quality of what's in there. It may be low and need to be changed. Those caps 
can be hard to remove. You need a really snug fitting socket or wrench. Be sure 
the forks are still securely clamped in place.
