Its been hours of searching and reading. Best so far is a page on ebay that explains options for making your exhaust quiet. They state that over time the baffle can loose its effectiveness and will need to be replaced, I don't see how a metal tube with holes or fins can loose anything other than getting clogged up or rusting out. However they do suggest you can pack a muffler with fiberglass exhaust packing by wrapping it around the baffle tube.
There was some rust and bits in the muffler that clearly was part of something, the only thing I can come up with is the ring you see there tack welded to the baffle, seems like a good gap around it and the baffle tube, maybe something was in that space. I'm going to see if I can get a small flex light to fit into one of the holes at the tip of the left muffler and see if I can spot anything. On another note, guess that chrome plating on the muffler can be really bad, welding isn't really good for you in general, I know to use caution with galvanized and zinc plated metals (very bad fumes) and this is no exception even the dust if you grind is bad. Kinda kicking myself for cutting down so far, so have to weld a 12 inch seam now.
