I just had the exact same problem on my 1982 CB450SC. Even though the main 
fuse (the 15 amp) looked fine a friend said take it out and test it with an 
ohm meter. It was OK so I put it back in and the lights came on and 
the bike started. So as Allen mentioned the Main fuse may have some 
corrosion and a bit of emery cloth on the fuse holder may solve your 
problem. Allen if you are reading this another friend suggested there must 
be another fuse on the solenoid but even a motorcycle mechanic couldn't 
find one on my bike (we looked under the cover and took the solenoid out of 
it's container. I've seen schematics on the internet showing a 30 amp 
solenoid fuse but my bike (and maybe Tatiana's friends) doesn't seem to 
have one. Can you explain in more detail what/where a "fusible link" is or 
looks like ?
