1a sounds normal, they all take choke to start and idle low at first. Also
if they sit some gas will evaporate from the carbs so they take a bit to
fill back up. At 70 degrees the RPMs should shoot up within 1 minute of
running, if not your carbs are dirty.

1b yes but be sure that you can close the choke all the way, this might be
contributing to your hard to start situation.

2 I don't think these petcocks are rebuildable as they are riveted.

3 it is stamped on the steering neck of the frame.
