Retroreflective additives don't shine under "normal" ambient light conditions, looking like normal gloss paint with a little sparkle. Hit it with a directed light, even in daytime, and it'll glow white.
Not sure I'd want water soluble safety paint, either. One good ride in the rain and your protection is gone?
