I finally finished this project. I do not want to assume that anyone cares. I am simply so glad to be done and see that the fix works so well that I have to share it.
The bars have built-in risers with studs off the bottom of each riser. I was really afraid of those studs being in the way, but skeptical about whether there was enough metal there to cut them off and drill/tap threads in them. When I got it apart and tried staging the handlebars in the new location there was no way to use the studs; they were just in the way. So I cut them off. Great news, the chrome risers are not tubes but solid steel cylinders. I could drill/tap threads all the way up into the handlebar tubes. Great!
