Yea I have yet to see any Honda built in the 80's that didn't have
electronic ignition. You may be able to rotate the pickup plate though for
minor timing adjustments. Valve lash is a must check and should be done
every other oil change. Have you made sure your air filter isn't clogged or
that you have rodent nest in the airbox. Once all that has been done if the
problem persists then it is a good carb cleaning time.
As for the sprocket issue, when you say a smaller one is installed, are you
talking about front or rear. How sprockets work is smaller up front, or
larger in the rear will raise the gear ratio making the bike accelerate
faster but sacrifice top end. conversely adding teeth to the front sprocket
or reducing them from the rear will decrease acceleration but make the bike
cruise at a lower RPM on the highway. For every 1 tooth up front is roughly
equal to 3 teeth on the rear.

Check out http://www.gearingcommander.com/ to play around with different
combinations. Someone already entered in the base information to their
database so just load the profile and go.
