Alex, My CB700S had the same problem, the instrument cluster was barely visible before (especially in sunlight). There was sort of a hazy/glaze on top, which led me to take some action. While I had the instrument cluster off the bike (for turn signal relay problems - unrelated), I disassembled the cluster to get at the plastic cover over the gauges. Took one of those 3M headlight restoration kits and buffed, sanded and polished the plastic (following instructions). Basically, it takes a little layer of plastic off (using sandpaper), and eventually smooths it out (with progressively finer grit paper).
You can get the 3M headlight kit (or any other brand - they all work the same) from WalMart or auto parts store. IIRC it's like $20 or something. Anyway, I don't have any good pictures right now (not at home currently), but I will say it made a huge difference - especially during daytime riding). Good luck!
