I'd say that is a idle mixture screw. If you didn't remove them for cleaning and replace the o-rings under the spring an washer then you didn't do a through cleaning and I expect that until you do it will run lean or not at all on any given cylinder. Sorry for the bad news. Can you take a picture of the Carb rack so I can see which version carbs you have. The look like the aluminum slide CV carbs, based on that pick of the float bowl. Do they have an actual choke plate in the carb throat? You could try and turn that screw out some on the #4 to see if you can get it to fire. I those carbs are the ones I'm thinking they are then around 1.5 - 2 turns out from bottom is the range you want to be in.
