>From the drawing it looks like it should be 2+2. But they are also indexed, so you shouldn't be able to put them on backwards, which you would need to in order to be able to change which side of the bike it points to.
Maybe we need to do a list-wide check, to see which one occurs more often? Maybe it was a year after year variation; both of my racks are from '83 bikes.
